 Hiring Range: $125,000 - $150,000
 Full Pay Range: $110,740 - $166,110
 
 Work Schedule: Monday - Thursday or Tuesday - Friday, 7:30am - 5:30pm
 3-day weekends Friday - Sunday or Saturday - Monday

Position Overview: 
Under general direction of the Director of Public Works, the Assistant Director of Public Works over Engineering will serve as the City Engineer and provide effective direction, control, and management over key engineering functions, including infrastructure and utilities engineering, transportation engineering, construction management, and development review. Oversees a team of Engineers and Engineering Assistants, focusing on infrastructure planning, land development, and future land use programming. Serves as the portal for City of Rowlett’s Capital Improvement Projects. 

 

Essential Job Functions

Manages, supervises, and assists staff in the planning, design, and construction of streets, sidewalks, water and wastewater systems, and drainage structures, as well as transportation facilities. This position will be responsible for the preparation of engineering designs, specifications, and cost estimates for a wide variety of capital improvement projects. Signs plans for public works improvements, seals plans for work designed in-house. Meets and confers with developers, contractors, engineers, and the public relative to the City policies, regulations, and procedures; coordinates discrepancies and problem solves with outside parties. Ensures the effective coordination of work and project development between engineering/design components and the operations/maintenance components. Also ensures effective coordination with the other departments.

Determines priorities and work sequences necessary to achieve objectives and assigns personnel in accordance with priority and need. This will include development, public works, and public facilities projects that are part of the City's capital improvement program by developing and reviewing infrastructure master plans, prioritizing the implementation of plans, and developing funding strategies using a variety of funding sources to leverage City funding. Works with the Engineering team to develop project budgets, schedules, and timetables by analyzing engineering project requirements, area workload, and manpower availability. 

Prepares and compiles the City’s master plans, major projects financing plan, and capital improvement program. Develops and maintains City’s standard design specifications. Interprets and implements applicable codes and ordinances. Responsible for the Roadway, Water and Wastewater Impact Fees, and master infrastructure planning and updates.  Oversees the review of all private development proposals. Manages and coordinates complex tasks that require a high level of technical expertise and political acumen. Provides frequent updates to the citizens and stakeholders regarding capital projects and maintains regular contact with consulting engineers, construction project engineers, city, county, state and federal agencies, professional and technical groups, and the public regarding the City’s activities and services. Supervises and assigns work activities, projects and programs, monitors overflow; reviews and evaluates work products, methods and procedures of assigned techniques. 

Develops and administers budget implementation, recommending the appropriate services and staffing levels, forecasting additional funds needed for personnel, equipment, materials and supplies, approving expenditures and recommending and implementing budget adjustments.

Ability to communicate effectively, both in writing and orally. Ability to be diplomatic and politically astute. Participates in Planning and Zoning Commission, City Council, Capital Investment Program Task Force, Stakeholder groups and other meetings by representing the division in official and unofficial capacities, recommending and preparing agenda items and providing documentation on issues related to engineering. Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.

Minimum Requirements

Graduation from an accredited college or university with a degree in Civil Engineering and eight (8) years of professional engineering experience, including three (3) years in a supervisory role. Professional Engineer (PE) certification in the State of Texas required or ability to obtain through reciprocity from another state within six months of hiring.

Other Requirements

Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt. 

May be required to attend various meetings in the evening (i.e., City Council, Planning and Zoning Commission, Capital Investment Program Task Force, Neighborhood Meetings). 

Certified Floodplain Manager certification preferred or ability to obtain within one year of hiring. Member of the American Public Works Association preferred.
