Plans, directs, manages, and reviews the activities of the Public Works Department including engineering development review, fleet purchasing, repair and maintenance, road and bridge construction and maintenance, solid waste collection and disposal, public transportation, and weed and pest control.  Provides professional and technical staff assistance and performs complex development, planning, and project management.


Receives general direction from the County Administrator


Exercises direct and indirect supervision through subordinate supervisors of solid waste collection and disposal, public transportation, and weed & pest control.  Through County Engineer oversees the daily operations of the Road & Bridge and Fleet Maintenance departments.  

Carries out supervisory responsibilities in accordance with County policies and applicable laws. Responsibilities include interviewing, hiring and training employees planning, assigning, and directing work; appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.

Develops, recommends, and administers goals, objectives, policies, procedures, and priorities related to the operation of the Public Works Department and its functions.

Attends meetings and conferences, including presentations to the Board of County Commissioners.

Provides direct and indirect supervision through subordinate supervisors of all positions, employees, and functions within the Public Works Department; provides broad direction, oversees policy and procedure standards, and evaluates performance of supervisors, direct reports, and  operations; conducts second-level review of performance evaluation; resolves pervasive and complex personnel problems.


Manages, coordinates, and reviews all public works activities including contract administration, engineering design, development and review, fleet purchasing and maintenance, road and bridge construction, maintenance and capital improvement projects, solid waste and recycling collection and disposal; public transportation, and weed and pest control within Archuleta County.

Administers agreements and contracts for Capital Improvement Projects.  Reviews payment requests and coordinates change orders and field directives.

Provides direction and technical guidance to subordinate supervisors/managers and assists them in establishing and directing work plans and programs of the assigned departments.

Resolves operational, administrative, and personnel problems and interprets administrative policies to subordinates, and the public.

Determines scope of engineering projects, reviews plans of private contractors, makes technical engineering decisions, establishes technical criteria and standards, and provides guidance in problem resolution.

Plans and directs long-range priorities for County’s roadway system.  Establishes Capital Improvement priorities and schedules.  Oversees the facilitation, coordination, and budget to successfully meet established improvements.

Directs and oversees  the purchase and disposal of County vehicles in conjunction with other department heads and elected officials. 

Manages overall operations and projects through supervisors/managers to ensure quality and timely performance.  Ensures compliance with all local, state and federal laws, regulations, mandates, and other applicable requirements.


Coordinates public works activities with other County departments and outside agencies to develop and organize more efficient standards and procedures.

Participates in various committees and boards including the Board of County Commissioners, various public officials, contractors, professional organizations, advisory boards and councils, and local, regional and state regulatory agencies related to program activities and responsibilities.

Develops for consideration of others and manages the operating budgets and the preparation of the capital improvement plan.  Reviews and approves expenditures.

Prepares a variety of reports and correspondence and conducts special studies.

Reports regularly to the County Administrator and the Board of County Commissioners.

Preparation and administration of departmental grants.

Preparation of and project management of consultant and construction contracts. 

Liaison with CDOT and Forest Service for construction work within County R/W

May assist in the removal of snow.

Responds to and resolves difficult and persistent citizen inquiries and complaints.


Any combination of experience and training that would likely provide the required knowledge and abilities may be qualifying. Education: Bachelor’s degree in Civil Engineering from a four year college or university; four or more years’ experience in a supervisory capacity. Experience: Five to six years of experience in a directly related field or in the performance of similar duties and responsibilities to include management and administrative experience. Licenses and Certifications: Registered as a Professional Engineer in the State of Colorado preferred. Valid Colorado Driver’s License.
