• Responsible for fostering a work culture that aligns with the values of the Town; provides leadership in the delivery of superior services to Town residents and businesses.
• Assists the Public Works Director in developing the Department’s short and long-range goals, and anticipates and resolves departmental issues and concerns, and identifies opportunities for improvement.
• Plans, organizes, and supervises overall work performance and daily activities of assigned employees to ensure accuracy and compliance with established procedures, provides training and review of work, interviews and recommends hiring of personnel, conducts performance appraisals and related management actions.
• Advises personnel on day-to-day issues and questions, assesses and provides for training needs, initiates employee recognition, promotion, disciplinary action, and discharge processes as necessary and appropriate.
• Provides staff management, supervision, coaching, and counseling to department managers and other employees within assigned areas of responsibility.
• Develops work plans and strategies to meet Department needs-both short term and long term; develop and direct the implementation of goals, objectives, policies, procedures and work standards to ensure success. Ensures clear direction, proper implementation and Town conforms to legal requirements.
• Provides technical engineering expertise to engineers, architects, government officials and the public.
• Responsible for the application of department policies pertaining to the plan review and approval process; recommends changes in design criteria policies and codes.
• Coordinates with the Streets & Stormwater Manager with permits for work performed within the public rights-of-way to ensure timely processing and inspections are scheduled and performed.
• Assists the Town Engineer and other Departments in establishing schedules and methods for plan review and permit issuance; ensures deadlines are met.
• Assists the Town Engineer and CIP Program to negotiate and maintain professional engineering consultant contracts for Town improvement projects, manages the outsourcing process for plan review.
• Coordinates with the Town Engineer and CIP Program to establish schedules and methods for public works CIP plan review and permit issuance; ensures deadlines are met; assists with CIP plan review.
• Assists the Town Engineer and Division Managers with Department record keeping, including as-built plans, master plans and studies, photo history, easements, and rights-of-way, etc.; prepares and reviews highly technical special reports.
• Assists in the development of the annual department budget, providing budgetary requests for the Division’s operational and capital needs. Monitors budget throughout the year.
• Assists the procurement manager in the preparation of requests for proposals for professional services, requests for purchase of services, materials and supplies and solicit quotes from suppliers, and contractors within the Town’s purchasing guidelines and state rules and regulations.
• Develops and prepares bids, contracts, and related reports specific to Department operations.
• Coordinates efforts with other Town departments to facilitate construction, repair, installation, and alteration projects.
• Administers the Town’s FEMA floodplain damage and protection ordinance and Flood Control Program as the Floodplain Administrator. Coordinates and oversees the Town’s drainage and grading program; updates information on the Town’s website, providing floodplain information to staff, developers, and the public upon request.
• Updates and maintains Floodplain ordinances and monitors violations, issuing notices of violations.
• Assists the Stormwater Coordinator in the development, update, and management of the Town’s ADEQ MS4 Stormwater Management Program, evaluating the program annually and managing all aspects of stormwater management, including construction runoff, waste, etc. control and mitigation plans and measures.
• Reviews facilities costs, progress of work projects, preventative maintenance programs to identify potential problems and determine possible solutions.
• Represents the Department on related external matters when dealing with public and private agencies and organizations, the media, general public and state and federal agencies.
• Collaborates with other Town departments to ensure effective coordination of activities and alignment with overall Town goals.
• Interacts with residents, community groups and other stakeholders to address their concerns, provide information about projects, and gather feedback; may attend public meetings, make presentations, and respond to inquiries concerning Town projects.
• Remains updated on engineering practices, technologies, and advancements; conducts research, analyzes data and evaluates innovative solutions to address infrastructure challenges to improve the overall quality of life in the Town.
