The Director of Public Services/City Engineer in Port Arthur oversees the Department of Public Works, the Department of Utility Operations, and the Department of Engineering. This includes street maintenance, drainage, traffic control, water and sewage treatment, and engineering for the City. It also coordinates and collaborates with other departments and agencies. Reporting to the Assistant City Manager, the new Director of Public Services / City Engineer will manage policies, procedures, and operations for public works and utilities; plan, manage, and complete over $100 million in drainage projects; develop and administer the department’s budget, ensuring efficient use of resources; prepare the groundwork to initiate the creation of an asset management system; and navigate and confront the challenges related to aging infrastructure and the funding gaps required to address them.

Required qualifications include:
• Bachelor’s degree in civil, environmental, or mechanical engineering, engineering science and mechanics, or a related engineering discipline
• Seven (7) years of progressively responsible public service administration, engineering, or public works experience
• Texas Registered Professional Engineer’s License (six months for reciprocity or ability to obtain within 12 months)
• Valid Texas Driver’s License

Preferred qualifications include:
• Education & Training: Public administration training through coursework or continuing education
• Expertise: Public works, utility operations, civil engineering, project and budget management
• Advanced Degree: Master’s degree in public administration, engineering, or a related field
• Residency in Port Arthur is preferred but not required

The salary for this position is $181,886 to $226,720 DOQ.
