The County of Riverside Department of Waste Resources has an opportunity for an Engineering Project Manager (EPM) for the Engineering Operations Division. This position is Flexible/Hybrid.

The EPM will act as a project liaison and have overall engineering and/or administrative responsibility for the design, bid, environmental/regulatory compliance, development and administration of contracts and budgets. These projects involve significant resources, complex technical execution requirements, complicated environmental and regulatory issues, Federal and/or State funding and relationship management issues. They include landfill liner expansions, landfill closures, hazardous waste collection facilities, waste recycling facilities, and other major infrastructures. Additionally, the EPM will be responsible for managing and supervising of employees, including professional engineers, engineering technicians/aides, equipment operators and make recommendations associated procurement and management of any consultant or contractor services. 

The Department desires candidates with experience in design, budget, environmental permitting, and remediation projects within a landfill. Candidates with experience in regulatory compliance; and long-term development planning of monitoring and remediation systems are highly desired. 

$115,905.32 - $173,997.20 Annually

4% increase approved for the salary and for all employees in this position are scheduled for 5/1/25 and 5/1/26.

 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college with a bachelor's degree in Civil Engineering, Environmental Engineering, Geology, Planning, Transportation Planning, Public Administration, Urban Geography, Architecture, or closely related field.

Experience: Four years of professional engineering experience including two years of engineering experience in a lead, administrative or supervisory capacity that included project management responsibilities.

License:  Possession of a valid certificate of registration as a Civil Engineer issued by the California Department of Consumer Affairs

Knowledge of: The principles and practices of engineering especially as they apply to traffic, transportation planning, highway design, solid waste, hazardous waste, flood control infrastructure, hydraulics, hydrology, geotechnical, local, State and Federal environmental and regulatory requirements, and economic analysis; State and Federal standards concerning Public Works Projects design and construction; the principles and techniques of project and/or program management, engineering administration, personnel management, project funding and budgeting.
