Description

Department Leadership & Oversight:

• Oversee the Public Works Department’s five (5) divisions: Administration, Facilities Maintenance, Fleet Services, Streets & Grounds, and Stormwater Management.
• Manage a $7.49 million departmental budget and 28 full-time equivalent (FTE) positions (FY2025).
• Develop and shape an appropriate organizational structure to support current and future department objectives.
• Infrastructure & Maintenance Management:
• Oversee the maintenance and improvement of City-owned facilities, fleet, streets, and grounds, including tree trimming, pothole repairs, sidewalks, and street signage.
• Implement preventative maintenance programs to ensure the longevity and efficiency of City assets.
• Oversee solid waste contractor services, ensuring efficient garbage collection and recycling operations.
• Public Safety, Compliance & Environmental Initiatives:
• Improve stormwater management to prevent street flooding and enhance groundwater quality.
• Implement street lighting studies, traffic sign inspections, and other safety measures.
• Advance beautification projects, including neighborhood cleanup efforts, tree planting, and community gardens.
• Support sustainability efforts, including transitioning 20% of the City's fleet to electric or hybrid vehicles over five years.
• Budget, Procurement & Policy Development:
• Prepare and manage departmental budgets, ensuring fiscal responsibility and policy compliance.
• Oversee procurement, contract management, and bidding processes for public works projects.
• Identify opportunities for service improvements, efficiency enhancements, and cost reductions.

Personnel & Operational Management:

• Oversee recruitment, training, and evaluation of department employees.
• Develop staff training programs, assign work projects, and support career development.
• Supervise personnel activities, ensuring high performance and compliance with City policies.
• Recognize and resolve staff conflicts to foster a productive work environment.
• Community Engagement & Interdepartmental Coordination:
• Respond to public inquiries and resolve complaints related to public works services.
• Collaborate with local, state, and federal agencies on public infrastructure initiatives.
• Attend and present at City Council and public meetings.
• Lead community outreach initiatives, including quarterly public works informational events.
• Project & Performance Management:
• Develop and publish an annual fleet performance report to improve transparency.
• Conduct staff meetings, monitor department performance, and refine standard operating procedures.
• Other duties as assigned

Qualifications and experience

• Requires a Master's Degree in Engineering, Public Administration, or a closely related field.
• Seven (7) years of experience in a responsible position in the public works field, including three (3) years in a management capacity.
• Executive experience as a Director or Assistant Director may be substituted for the educational requirements.
• Considerable supervisory experience with work crews.

Work Environment and Physical Requirements

• Performs sedentary work that involves walking or standing sometimes and exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
• Works inside and outside, in or with moving objects or vehicles, and at heights (up to 10 feet).
• Unavoidable Hazards (Work Environment)
• Involves routine and frequent exposure to bright/dim light, dust, and pollen; extreme heat and cold; wet or humid conditions; extreme noise levels.
• Special Certifications and Licenses
• Professional Engineer's License preferred.

Compensation

Salary Range: $142,052.00 - $213,078.00. Generous benefits package including insurance plans, Florida Retirement System (FRS), and leave.
