Under the direction of the Director of Public works, manages, directs and coordinates the operation of the Streets, Traffic and Stormwater divisions.  Manages annual maintenance programs and ensures MUTCD compliance, and adherence to the City’s Stormwater Management Plan.  Assists other Divisions of the Public Works Department as needed, including emergency call back.

Base Pay: $78541.00 - $98176.00 / Year

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  1. Manages personnel responsible for the planning, prioritizing, assigning, supervising and reviewing the repair and maintenance activities for the City’s streets, drainage, traffic signals, signs, and sidewalk infrastructure.

 

  1. Responsible for maintenance of the City’s infrastructure; establishes schedules and methods for conducting projects and activities.

 

  1. Responsible for activities of direct reports and contractors that install, maintain, and repair various types of pavements, signage, markings, and traffic signalization equipment.

 

  1. Responsible for prioritizing maintenance needs, developing costs for individual projects, inspects and accepts projects, and mentors and assists work crews with difficult tasks.

 

  1. Oversees the development and implementation of goals, objectives, policies, and priorities for assigned programs and operations; makes recommendations for changes and improvements to existing standards and procedures.

 

  1. Prepares budget estimates and monitors budget expenditures for assigned divisions; participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors expenditures; and plans methods and sequence of operations to facilitate additions, deletions and modifications to the infrastructure.

 

  1. Attends City Council, Planning and Zoning, SIEDC board meetings, and other required meetings as assigned; remains on call to handle emergencies related to all operational divisions; and may act as the Director of the department during the Director’s absence.

 

  1. Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for the repair and maintenance activities for the City’s drainage, streets, traffic, and sidewalk infrastructure.

 

  1. Responsible for all City owned traffic signals, signage, and pavement markings are compliant with MUTCD rules and regulations and are maintained in an effective manner.

 

  1. Responsible for the Integrated Mosquito Management Program and the Stormwater Management Program, including public education and outreach about methods to prevent mosquito breeding habitats, personal protective measures, testing and treating for mosquitos, and other information related to mosquito borne illness prevention.

 

  1. Responsible for the development and administration of a comprehensive annual safety program to include conducting training and by making personal inspections of work sites when needed.

 

  1. Hires, trains, mentors, motivates, and evaluates personnel; meets with division employees to correct deficiencies; provides adequate training opportunities for employees to meet minimum qualifications and earn required certifications within appropriate timeframe for their position; implements corrective action and completes employee performance appraisals. Directly supervises division employees in the maintenance and repair of pavement, drainage, signage, and signalization. Regularly evaluates division to ensure appropriate staffing levels to meet division goals and objectives.

 

  1. Responsible for the divisions’ performance measures, including creating, tracking, and completing work orders for each type of task. Reconciles time, personnel, materials, and equipment used to complete projects.

 

  1. Responds to customer’s questions, complaints, and requests for service; meets with members of the community to assess issues and problems; identifies and recommends solutions. Confirms resolution is completed satisfactorily and in a timely manner.

 

  1. Manages the operational aspects of Public Works planning and implementation of Emergency Management and Hazard Mitigation responsibilities and assumes the responsibility as the City’s ADA Coordinator.

 

  1. Regular and timely attendance is required, as well as the ability to get along with in a professional and cordial manner.

 

  1. May perform other duties and special projects as assigned.

 

SUPERVISORY RESPONSIBILITIES

Manages all employees in the Streets, Drainage, and Traffic divisions. Is responsible for the overall direction, coordination, and evaluation of this division. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

Associate’s degree (A.A.) or technical degree in related field desired; five (5) years of progressive experience of which two (2) are in a supervisory role; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities to successfully perform the essential functions of the job.

 

CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Texas Driver’s License.
  • Possession of a Level II Traffic Signal Technician, as issued by the IMSA within one year of hire.
  • Possession of Level II Signs and Pavement Markings, as issued by the IMSA within one year of hire.
  • Possession of, or ability to obtain, a Noncommercial Pesticide Applicator License within one year of hire.
  • Possession of, or ability to obtain, a Work Zone Traffic Control Certification within one year of hire.

Preferred

  • A Texas Department of Agriculture License for Vector Control.
  • A vegetation management endorsement with Texas Department of Agriculture.
  • APWA Certified Stormwater Manager (CSM)
  • APWA Certified Professional-Management (CPWP-M)

 

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

 

 

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.

 

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

SPECIALIZED KSA’S

Demonstrated knowledge of computer applications such as Microsoft Word and Excel.  Demonstrated knowledge function of Public Works programs, and projects, engineering principles and practices, design, construction cost and scheduling.
