Description

The purpose of this class is to assist the County Administrator in implementing county community services policies as established by the County Council. Promote the public safety and welfare of county residents, businesses, and visitors. Develop recommendations for County programs. Provide coordinated leadership of the Community Services Departments (Emergency Medical Services, Emergency Management including Communications, Fire, Fleet Maintenance, and Community Services, including Environmental Enforcement, Mosquito Control, Animal Control, Building Services, and Parks and Recreation. Act as a liaison to the County Sheriff and County Coroner. Prepare administrative and fiscal reports as required. This class works within a general outline of work to be performed and develops work methods and sequences under minimal supervision.

The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks as necessary.
 
Serves as the Deputy Administrator of Community Services. Provides direct assistance to the County Administrator and County Council in public safety, communications, planning and zoning and code enforcement matters, including those related to animal control, environmental enforcement, ensuring the provision of reliable and affordable emergency and non-emergency communications and the provision of reliable and affordable transportation for county personnel. Coordinates special projects.
 
Assists the County Administrator in implementing Council approved and administrative policies related to community services to promote the public safety and welfare of county residents, businesses, and visitors.
 
Assists County Administrator in daily administration by directing Community Services Departments (Emergency Medical Services, Emergency Management (including Communications), Fire, Fleet Maintenance, Community Services (including Environmental Enforcement, Mosquito Control and Animal Control) and Building Services and Parks and Recreation to ensure coordination. Acts as a liaison to the County Sheriff and County Coroner.
 
Evaluates the performance of the Emergency Medical Services Director, Emergency Management Director, Fire Chief, Chief Building Official, Community Services Manager, Fleet Maintenance Manager, Parks and Recreation Director.

Assists in the development, preparation, and presentation of operating and capital budgets for assigned departments for council approval. Approves purchase requisitions.
 
Prepares or directs the preparation of a variety of studies, reports and related information for decision-making purposes. Prepares periodic and special reports on performance as required by the County and other agencies.
 
Reviews the work of subordinates for completeness and accuracy. Evaluates and makes recommendations as appropriate. Offers advice and assistance as needed.
 
Serves as County Administrator in his/her absence and as interim department head as necessary.
 
Develops recommendations for new programs, administrative policy modifications and ordinances for presentation to the County Administrator.
 
Ensures the provision and maintenance of reliable emergency and non-emergency communications and the provision of reliable and affordable transportation for county employees to perform their duties.
 
Attends and assists with all Council and Committee meetings. Confers with County Council and other departments as needed on matters of local government.
 
Attends staff, intergovernmental, and community meetings as required.
 
Receives and responds to Council, elected officials, and citizen requests for information regarding county public safety, planning and zoning, and other community focused matters. Presents information and issues to external groups as required.
 
Assists County Administrator in planning and implementing special projects and programs.
 
Attends workshops, training, conferences and seminars to enhance job knowledge and skills.
 
Required to work before, during, or after an emergency event, as County employees are expected to work and serve the public in coping with the emergency.
 
Performs emergency operations duties as assigned and works as a section chief if required.
 
All County employees are considered public servants for the citizens of Dorchester County.  When requested before, during, or after an emergency event, County employees are expected to work and serve the public in coping with the emergency.

VOCATIONAL/EDUCATIONAL PREPARATION:
 
Requires a Bachelor's degree in Public Administration, Business Administration, Management, Planning or a related field supplemented by at least five years of local government management experience in a supervisory capacity; or an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities.  A Master's degree in a related field is preferred.
 
SPECIAL CERTIFICATIONS AND LICENSES:
 
Must possess a valid state driver's license.
 
ICMA Credentialed Manager Preferred
 
EXPERIENCE REQUIREMENTS:
 
Requires over five years of public sector managerial experience and experience with budgets.

ANTICIPATED HIRING BAND:
$96,915 - $122,144 Annually
