THE POSITIONS
Are you ready to take your engineering career to the next level? We are currently seeking a dynamic individual to join our team to fill a key management and high-level technical role. There is currently one vacancy, and depending on qualifications, the top candidate will be chosen to fill either a Principal or Senior role.
The Land Development Team consists of two (2) Associate Engineers, two (2) Assistant Engineers, and two (2) Engineering Technicians. Reporting directly to the Deputy Director of Engineering Services, the Principal/Senior Civil Engineer position offers the chance to make a significant impact and operate with a high degree of autonomy.
The Principal Engineer is a management level position responsible for supervision and oversight of the Land Development Section. The Principal Engineer will also be a key part of the Department's Leadership Team, helping to inform and guide Department strategic goals and decisions. We are looking for someone who is eager to manage, teach, and mentor our smart and ambitions team of engineers. The ideal candidate for this role will embody a facilitation mindset to assist projects through the development process, is constantly looking for ways to improve upon existing processes and asks "why?", and values mentoring and teaching staff to build succession plans.
The Senior Civil Engineer is responsible for bringing a high level of technical expertise to assist our Associate and Assistant Engineers through complex development issues. The ideal candidate for this role will embody a facilitation mindset and will also be well versed in a broad range of engineering skill sets related to Land Development, including but not limited to the entitlement process, water quality, basic survey and map act knowledge, grading, and determining conditions of approval.
Land Development
This Section is responsible for engineering plan check related to private development projects, such as single-family home projects and commercial and industrial development projects, including but not limited to grading, WQMP, and street improvements. Staff is also responsible for the review and facilitation of development projects through the entitlement process, including the establishment of conditions of approval. The Section is also in charge of issuing permits for work occurring in the public right-of-way.

As Principal Engineer, leading and managing a team of six (6) to facilitate a variety of complex land development projects.
As Senior Civil Engineer, being a technical expert and resource for the Land Development Section.
Staying informed about required reporting for special funding sources, contract management and changes in codes, laws, or design techniques.
Preparing and delivering reports to various policy making bodies and committees, including City Council.
Working with other Departments, neighboring jurisdictions, and regional agencies to coordinate projects and grant applications to ensure the goals of the City are being met.
As Principal Engineer, advising and coordinating on a variety of strategic planning and management matters as a part of the Department Leadership Team.

Position Salary Ranges
Principal Engineer: $9,469 - $12,771 per month
Senior Civil Engineer: $9,055 - $12,211 per month

ARE YOU QUALIFIED:
Principal Engineer
Education and/or Experience:
Bachelor's degree from an accredited four year college or university with a major in Civil Engineering or a closely related field and five years of progressively responsible professional experience in civil engineering or a related field, including work in a supervisory or lead capacity.
Examples of Acceptable Substitutions:
Minimum Qualifications: A bachelor’s degree in Civil Engineering or a closely related field, plus five (5) years of progressively responsible professional-level experience in Civil Engineering or a related field, including work in a supervisory or lead capacity.
Substitution: A total of nine (9) years of progressively responsible professional-level experience in Civil Engineering or a closely related field, including work in a supervisory or lead capacity may substituted for the bachelor’s degree requirement.
Knowledge, Skills and Abilities:
Civil engineering design, construction, and maintenance requirements for public works and private development projects; surveying, inspection, and construction practices; ordinances, codes, and regulations related to engineering projects; strength, and uses of construction materials; project management practices; budgeting practices; applicable federal and State laws and regulatory codes relevant to civil engineering design and construction; contract administration practices; supervisory methods and leadership techniques; customer service practices.
Manage and coordinate the work of professional, technical, and consulting personnel; interpret and apply laws, codes, regulations, policies, and procedures pertaining to assigned programs, projects, and functions; read and interpret engineering manuals, specifications, layouts, blueprints, and schematics; analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; prepare engineering plans and specifications and administer contracts; prepare clear and concise reports and make public presentations; operate computer hardware and use word processing, spreadsheet, and related applications programs; communicate effectively, orally and in writing; establish and maintain effective working relations with staff, management, contractors, developers, architects, consultants, and the general public.
Senior Civil Engineer
}Education and/or Experience:
Graduation from an accredited college with a Bachelor's degree in Civil Engineering and four years of progressively responsible professional experience, including experience in directing the work of others involved in engineering project activities or any combination of training and experience that provides the desired knowledge and abilities.
Examples of Acceptable Substitutions:
Minimum Qualifications: A bachelor’s degree in Civil Engineering, plus four (4) years of progressively responsible professional-level experience in Civil Engineering, including experience in directing the work of others involved in engineering project activities.
Substitution: A total of eight (8) years of progressively responsible professional-level experience in Civil Engineering, including experience in directing the work of others involved in engineering project activities may substituted for the bachelor’s degree requirement.
Knowledge, Skills and Abilities:
Knowledge of engineering principles, methods and practices; project development, design and construction; techniques for reviewing designs, plans, specifications, estimates, reports and recommendations; current trends and developments, literature, and sources of information regarding municipal engineering; related laws, ordinances, rules and regulations. Ability to plan and coordinate professional and sub-professional engineering work; interpret and apply related laws, ordinances, rules, regulations and policies; prepare and present reports; perform complex professional engineering work; communicate effectively both orally and in writing; establish and maintain cooperative working relationships.
