GENERAL DUTIES:
Under the general direction of the City Manager, the Director of Public Works will be responsible for the daily operation and supervision of the City's Public Works Department. Oversee and direct the daily operations of six divisions: Administration, Engineering, Water, Facility Maintenance, Fleet Maintenance and Landscape Maintenance. Develop, implement and coordinate divisional goals and objectives, policies and procedures; evaluate the operations and activities of the Department.

Participate in the preparation of the 14.7 million annual operating budget for the Public Works Department including individual Division budgets and prepare the City’s Capital Improvement Budget. Supervise and participate in a variety of personnel actions, including selections, promotions, performance evaluations, disciplinary measures, and dismissals. Respond to public inquiries and requests. Oversee the preparation of plans and specifications for improvements and modifications to water system, streets, parks, public buildings, and other public works facilities. Develop, maintain, and evaluate contracts for outside services; review work of outside contractors to assure accuracy, completeness and compliance with established requirements and specifications. Administer professional and maintenance related contract work. Prepare written reports regarding operations, personnel, budget and a variety of other subjects. Coordinate with other City management staff to meet the overall goals and objectives of the City. Develop/conduct training programs for staff. Other duties as assigned.

QUALIFICATIONS:
Education and Experience: Requires bachelor's degree from an accredited college or university in Public Administration, Engineering, Business Administration, or related field. A master’s degree is preferred. Requires 6 to 8 years of experience in public works operations and capital improvements, with at least five (5) years of progressive administrative and supervisory responsibilities. A proficient background in the operation of a municipal water system is necessary.

Knowledge and Ability: Operational characteristics, services and activities of a public works program including engineering, traffic, waterworks, maintenance and source control functions. Principles and practices of program development and administration. General principles of local government operations. Principles and practices of municipal budget preparation and administration. Principles of supervision, training and performance evaluation. Pertinent federal, state and local laws, codes and regulations. Ability to communicate clearly and concisely; and make presentations before public groups.
