The City of Collinsville is seeking a City Engineer! As our City Engineer, you will play a pivotal role in shaping the future of our community by overseeing and implementing infrastructure projects that enhance quality of life for our residents.
The City Engineer reports directly to the Public Works Director. Responsibilities include managing, coordinating, and directing engineering planning, design and construction functions for the City; performs professional level engineering planning, design and construction oversight on difficult, complex and/or sensitive construction; supervises one full-time employee and one part-time employee.
Representative Work Functions and Responsibilities
Plans, organizes, assigns, supervises, reviews, and evaluates the work of professional engineering and technical support staff.
Recommends selection of staff, trains staff, supervises and provides for their professional development.
Develops and implements goals, objectives, policies, procedures, and work standards for the division.
Participates in long- and short-term developmental planning and policy formation.
Contributes to the overall quality of the department's service provision by recommending and implementing improved policies and procedures.
Conducts studies and reviews of site plans and projects; directs the development of engineering solutions to problems related to such areas as bridges, storm or sanitary sewers, roadways, water systems, and office or plant facility design and retrofitting; recommends alternative approaches, including the use of contract services and the incorporation of new methods and materials.
Directs the preparation of project designs, cost estimates, specifications, and project schedules.
Prepares requests for proposal and contract specifications for design and construction services; participates in the selection of contractors and administers professional service contracts.
Maintains liaison with other departments, various utility and governmental agencies and departmental staff.
Administers contracts with and confers with engineers, architects, and construction contractors; schedules projects; provides technical oversight, inspects work in progress and ensures that all work complies with contract specifications and applicable codes and standards.
Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence.
Drives a motor vehicle to conduct on-site inspections, attend off-site meetings and responds to emergency calls.
Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
Prepare documents for grant applications.
Minimum Qualifications
This position requires a bachelor's degree in civil engineering, or a field related to the work; and five years of professional civil engineering experience, two years of which were at a supervisory/managerial level; or an equivalent combination of education, training and experience as determined by Human Resources.
Valid Driver's License.
Registration as a Professional Engineer in the State of Illinois.
Salary & Benefits
- Salary is negotiable with the hiring range expected to be between $92,000 - $102,000.
