Salary: $119,955.60 - $179,902.08 Annually

Seattle Public Utilities (SPU) is seeking a dynamic and experienced operational leader to serve as the Operations Manager (Mgr.3). In this critical role, you will oversee all operational aspects of recycling, waste disposal, and transfer at the North Transfer Station, directly supporting Seattle's commitment to environmental stewardship. Reporting to the Deputy Director of Solid Waste, you'll ensure that the station operates smoothly, efficiently, and in full compliance with regulatory requirements.
 
As the North Transfer Station Manager, you will manage a dedicated team, collaborate with internal and external stakeholders, and work closely with regulatory agencies and nearby jurisdictions. Your leadership will be vital in maintaining operational consistency across SPU facilities, ensuring cost-effective management of resources, and driving compliance with agreements involving the Department of Ecology, Seattle King County Department of Health, and other key partners. Job Responsibilities

As our North Transfer Station Manager, you would be responsible to: 

  • Manage the day-to-day operations of a transfer station
  • Manage the following human resource functions: hiring, coaching, mentoring, training, labor relations, and evaluating employees
  • Manage solid waste regulatory compliance programs 
  • Develop and administer the transfer station's operating budget
  • Supervise three (3) direct reports Develop and implement work plans and procedures to optimize effectiveness of solid waste operations
  • Serve as a lead on larger and more complex projects Provide 24/7 field response to emergencies
  • Serve as a technical expert for running the station efficiently and effectively; ensure safety and compliance with regulatory requirements
  • Ensure work unit activities are aligned with SPU’s Strategic Business Plan (SBP) and Solid Waste Framework
  • Plan, develop and implement programs to improve the staff experience and customer experience at the north transfer station
  • Report out to senior level management on a regular basis

Qualifications

Required Experience: Five years of leadership experience. Knowledge of solid waste regulations and laws Ability to work independently and as a team. Ability to align work tasks with department goals and shift to respond to changing priorities

Technical Skills/Abilities: Labor contract interpretations Service and supply contract development and negotiations

Desired Qualifications:

  • Formal education and training that prepares you for a leadership role in government and operations 
  • Proven ability to complete tasks and projects on time and on budget Experience leading in a large and complex work environment 
  • Able to work directly with union representatives, including reading and interpreting labor contracts 
  • Exemplary planning and organization skills 
  • Be an innovative problem solver who communicates and works effectively within a multi-cultural workforce serving a diverse customer base 
  • Ability to interpret regulations and provide the necessary reporting 
  • Ability to develop and enact training programs and staff advancement plans 
  • Experience preparing and managing budgets 
  • Ability to work within the organizational framework of SPU Workplace Expectations including our values on Safety, Respect, Diversity, Trust, Humor, Productivity, Integrity, Innovation, and Partnership 
 
Certification/License:
Current Washington State driver's license or evidence of equivalent mobility.


Special Conditions:

  • Primary work location will be at the North Transfer Station, which is one of the solid waste locations
  • Secondary work location will be at the South Transfer Station on an as needed basis
  • Will have the need to regularly travel to other solid waste locations
