The City of Apopka, Florida (pop. 54,873), is seeking a highly qualified local government professional to join its leader-ship team. As one of the fastest growing cities in Florida, Apopka needs an experienced manager to serve as the Public Services Deputy Director. The Public Services Department is responsible for the construction, maintenance and opera-tion of essential city infrastructure and services. Under the general direction of the Public Services Director, the Deputy functions with considerable independent judgement and initiative to manage the divisions for Utility Operations, Sani-tation Streets, Fleet, Public Services Administration and Design Engineering. The Deputy Director is an essential emer-gency position and on 24 hour call for should problems arise that need his/her expertise or authorization for response actions.

The City of Apopka serves as a service center for several small residential communities in northwest Orange County. A historic agricultural economy remains strong with a multi-million greenhouse industry. The city has experienced dy-namic growth for decades and almost doubled its population in the past 20 years to almost 55,000 residents. The me-dian income is $85,030 and the median single-family home is $461,990. An expansive range of residential properties are available; historic or new; urban, suburban, or rural. Local schools are highly rated with both public and private offerings.

City Government

The City of Apopka is chartered as a strong mayor / council form of government. The Mayor and four City Council Members are elected at large. The Mayor and Council provide policy and direction for city government. The Public Ser-vices Department is directly responsible to the Mayor, with direction from the City Council.

General Duties and Responsibilities

• Supervises Divisions within the Public Services Department including Utilities, Design Engineering, Sanitation, Street Maintenance, Fleet Management and Administration.
• Develops and executes departmental policies, procedures, and methods for effective operations.
• Reviews or prepares personnel actions for hiring, job performance, evaluations, discipline and terminations.
• Administers training programs for division employees. Ensures that all employees are trained to operate under ex-isting safety guidelines and that proper equipment and PPE is utilized.
• Prepares annual improvement plan, long range schedules; organizes, budgets, and directs municipal public service activities and functions.
• Consults with subordinates and schedules recurring maintenance for efficient and cost effective performance
• Reviews job layout and cost estimations.
• Ensures that complaints are investigated, and appropriate action is taken to resolve problems in a timely manner.
• Supervises purchasing and inventory control activities.
• Performs other duties or tasks as assigned.

Minimum Qualifications

• Bachelor’s Degree in Civil Engineering plus 5 years working experience in water, sewer, and reclaimed water utility operations and maintenance.
• Must possess a Professional Engineer license at the time of hire.
• Must possess valid Florida Driver’s license.

Compensation

Salary $116,134 - $150,124
