Salary: $111,017.74 - $159,310.46 Annually
Under general direction, manages the activities of the Water & Sewer division by providing general direction to supervisory and administrative staff.
DISTINGUISHING CHARACTERISTICS:
Single incumbent position assigned to Utilities Department.
Duties and Responsibilities
The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.
- Serve as division manager in supervising and administering the operations and maintenance of the Meters, the Wastewater Collection System, and Water Distribution System.
- Participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures. Track effectiveness through performance and activity measurement.
- Monitor and evaluate the efficiency and other effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
- Supervise the team responsible for monitoring and maintaining the water quality of the Water Distribution System.
- Plan maintenance and construction activities to cause minimal disruption of services; provide advance warning to citizens of interruption of service.
- Ensure effective operational and financial management through forecasting, reviewing budgetary submissions and auditing expenditures.
- Assist in the selecting, training, motivating, and evaluating of personnel; provide or coordinate employee training; work with subordinate employees to correct deficiencies; recommend disciplinary actions.
- Participate in the development and administration of the division's annual operating budget; make recommendations for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
- Participate in the development and administration of the division’s capital improvement plan, by identifying long-term infrastructure needs.
- Serves as the liaison for the Water & Sewer Division with other divisions, departments and outside agencies; negotiate and resolve sensitive and controversial issues.
- Demonstrate, train, follow-up and enforce proper safety practices and procedures used in the water and sewer profession.
- Develop and maintain various records and reports of division activities, both hand written and computer generated.
- Oversee divisional asset management program, by managing inventory of all materials, equipment, vehicles and supplies.
- Provide responsible staff assistance to the Assistant Utilities Director and Utilities Director.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Performs other duties as assigned.
Requirements
Education, Training, and Experience:
- High School Diploma or GED supplemented by specialized training in construction technology, civil engineering, or a related field. Bachelor’s degree in a related field is preferred.
- Minimum of eight years (8) of increasingly responsible water and sewer construction and maintenance experience including four (4) years of lead or supervisory responsibility.
- Any combination of relevant education, experience, and/or certification and licenses may qualify.
Licenses and Certificates:
- A valid State driver's license is required at the time of appointment and must be maintained throughout employment.
- Possession of, or ability to obtain and maintain, an appropriate, valid class "B" water distribution and Class III Wastewater Collection license from the Texas Commission on Environmental Quality (TCEQ)
