Salary: $31.00 - $46.00 Hourly

Location: Public Works, Chapel Hill, North Carolina

THIS POSITION IS PART-TIME, 12-18 hours weekly.  It is reopened due to an unexpected vacancy.

Hours can vary, but person must attend development review meetings as follows:

Tuesdays 10:30-noon

Thursdays 2-4 pm.

Candidates with  a PE and more experience will be considered for the higher end of the salary range.

The purpose of this position is to perform professional work relating to a variety of engineering functions and activities.    Work primarily consists of performing development reviews and providing technical assistance to internal and external entities, including assisting with project management responsibilities.


Work is performed under general direction requiring independent judgment . The position includes planning, organizing, coordinating, and performing and/or supervising professional work relating to a variety of engineering functions and activities for the assigned program. It may also including performing other related duties.





Essential Functions:

Perform engineering design review (e.g., internal plans, consultant plans, developer plans, etc.) as part of the department review team, to ensure all federal, state, and local standards and policies are followed, noting issues and remediation steps
Inspect projects and public improvements for conformance to plans, specifications, and Town ordinances
Develop technical specifications, drawings and other contract documents for bidding and bid evaluations, performed internally or by a professional consultant.
Assists project managers and contract administrators with project implementation

The position includes planning, organizing, coordinating, and performing and/or supervising professional work relating to a variety of engineering functions and activities for the assigned program. It may also including performing other related duties.

OTHER DUTIES AND RESPONSIBILITIES:



Maintain detailed and accurate records of all drawings and engineering activities relating to all Public Works divisions.
Provide engineering information and general assistance to Town Departments, representatives of utility companies, private engineers and architects, developers, lawyers, and the general public.
Perform special project assignments as requested by the Director of Public Works.
Provide assistance to other Town Departments during times of public emergencies.
Perform other related duties as assigned.
Work independently and exercise considerable personal judgment.


Minimum Qualifications:
PE preferred, not required

4 year degree in Civil Engineering or related field.  

3+ years experience


Will consider candidates with any combination of skill, experience, certifications, and education that will allow them to successfully perform the job.   


Knowledge of:

Civil engineering principles and practices; municipal public works principles and practices
Construction and maintenance standards, methods, materials, equipment, and costs
Designs as they relate to engineering and current developments in the field of specialty
Town ordinances, policies, and procedures
State and federal laws, regulations, and specifications

Ability to:


Plan, organize, and manage projects
Create conceptual designs and site plans
Communicate effectively (orally and in writing)
Present to a wide variety of audiences with varying levels of expertise
Analyze and interpret laws, rules, and regulations and apply them to specific situations
Model behaviors that are consistent with our values of RESPECT

Supplemental Information:

Temporary positions do not offer Town benefits.
Temporary employees are limited to working 950 hours in a 12 month period
All Town employees must pass a pre-employment background check and drug screen.
