Salary: $107,508.00 - $155,887.00 Annually

Working under the general supervision of the Town Engineer/Public Works Director, this position performs professional-level engineering tasks for the Town. Responsibilities include assisting with the management of the Engineering Department, encompassing capital and maintenance projects, development reviews, construction inspections, oil and gas regulation enforcement, floodplain management, and overseeing the Town's GIS and master planning efforts. Additionally, this role involves supervising the inspection staff.

This role supervises Development Review, participates in Development Agreement reviews, and meets with developers and their engineers/planners, assisting with technical issues of development agreements. The Deputy Town Engineer position involves reviewing construction plans, engineering reports, final plats, and agreements for development, and inspecting, monitoring, and approving infrastructure and public improvements. The position requires performing advanced engineering reviews of developments including water, sewer, storm water drainage, and roadways, and reviewing drawings and specifications for public improvements to ensure they conform with generally accepted engineering standards and Town Code requirements. Additionally, the role includes interpreting policy and providing staff direction on implementing policies and procedures, assisting with the annual Town budget, preparing cost estimates, and planning for the 5-year Capital Improvement Plan.

The individual will prepare, present, and review board agenda items and staff reports, seek grant opportunities, manage grants and agreements with agencies such as CDOT/DOLA/FHWA, and coordinate the design and construction of capital improvement and maintenance projects. Responsibilities also include preparing and reviewing cost estimates for public projects, managing project budgets, responding to inquiries or complaints from customers, regulatory agencies, business community members, and the public, presenting information to the Town Board and other public/private agencies, and serving as project engineer on major capital projects such as storm drainage systems, water and sewer utilities, pedestrian facilities, and streets. This role involves performing contract administration for consulting and construction projects, coordinating engineering projects with outside agencies, reviewing private improvement plans for conformance with Town Code requirements, and training, coaching, evaluating, and overseeing the work of lower-level engineers, inspections staff, and technical office staff. Additionally, it assists the Public Works Department with projects and issues and performs other related work as required and assigned.

Minimum Qualifications

Bachelor's degree in civil engineering or related engineering field.
Seven years of progressively responsible professional civil engineering experience.
Registration as Professional Engineer (PE) in Colorado within six (6) months of hire.
Valid Colorado Driver’s License and a satisfactory driving record.

Knowledge, Skills & Abilities Required

  • Knowledge of civil engineering principles, particularly for utility and roadway construction.
  • Knowledge of personal computers and CAD applications.
  • Knowledge of the Town and the Town Code.
  • Ability to communicate effectively orally and in writing with the Board, developers, contractors, property owners, employees and the general public.
  • Ability to prepare and analyze technical reports and data.
  • Ability to establish effective working relationships with developers, other employees, and other public and private agencies.
  • Ability to apply management principles to supervise staff.
  • Ability to read, analyze, and interpret common scientific and technical journals, and legal documents.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to effectively present information to public groups, and other public and private agencies.
  • Ability to perform civil engineering calls related to utility and roadway sizing and alignment.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables, such as plane and solid geometry and trigonometry.
