Position Summary:

Performs a variety of technical and analytical activities to assist with the planning and development of the City's Water Resources, to meet regulatory requirements and goals. Provides public information, education and outreach related to water resource management and conservation.

Distinguishing Characteristics:

This position has no supervisory responsibilities. Under general supervision, this job class is expected to exercise judgment within broad organizational goals and processes in the disposition of daily activities.

Essential Duties:

  • Prepares and submits various water resource reports to Arizona Department of Water Resources (ADWR) and other State agencies as required.
  • Manages aspects of water resources including but not limited to supply types and their related state statutes and rules.
  • Coordinates and implements Prescott AMA (Active Management Area) management plans; ensures compliance with current AMA-wide and statewide water regulations.
  • Acts as staff liaison in representing the City on matters related to water resources with ADWR, the Arizona Department of Environmental Quality (ADEQ), and organizations such as NAMWUA, GUAC and others as assigned.
  • Administer the City's water conservation and incentive program to ensure compliance with Arizona Department of Water Resources conservation requirements, provide educational materials, workshops, marketing, and public outreach to raise awareness about water conservation.
  • Assist in identifying, applying for, and managing grant opportunities for the conservation program and other water projects.
  • Support Permitting and Community Development staff with research and evaluation of existing water service agreements, contracts, and development agreements, to determine City obligations to provide water to proposed developments.
  • Leads the annual update and maintenance of the City's water resource models and databases with the support of other City Departments that house critical baseline data which assesses water system usage and the effectiveness of community-based education efforts towards conservation.
  • Leads/and or assists with activities related to the Big Chino Water Ranch (BCWR) analytic monitoring, property maintenance, and contract oversight; Comprehensive Agreement No. 1; or other agreements as needed.
  • Provides guidance and recommendations to City Council and City Management on water resource topics; responds to internal and external inquiries; provides information; research problems and concerns; and initiates resolution.
  • Provide updates regarding current and proposed legislation regarding federal/state water and environmental issues and make recommendations on City positions affecting water resources, conservation, and City water policy.
  • Guides topics and agenda preparation in the support of Council Subcommittees related to water resources.
  • Provides technical assistance to City departments to facilitate understanding of water resource regulations.
  • Works in a collaborate manner to review and update the City's Water Management Policy as well as applying and interpreting the policy that is approved by Council; attends and presents at City Council meetings, as required.
  • Leads and/or assists with large scale management projects related to City assets such as Watson and Willow Lake Reservoirs which have a water supply component.
  • Assists in the development of a water resource management budget.
  • Completes special projects, as needed.
  • Performs other duties as assigned.

Qualifications:

Education and/or Experience:

Bachelor of Science degree in Engineering, Natural Resources, Physical Sciences, or closely related field; five (5) years or work experience in water resource management; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.

Motivated candidates with the proper mix of education and technical ability but lacking full experience requirements are also encouraged to apply for this position. The City will consider providing on-the-job training for the proper candidate that shows strong growth potential to work their way up to the full requirements of this position.

  • Ability to interpret, understand, and follow ordinances, regulations, standards, and guidelines.
  • Ability to communicate for technical purposes, written expression, business correspondence, and communication purposes.
  • Ability to follow-up on tasks while working on multiple projects.
  • Ability to use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Ability to establish and maintain positive effective working relationships with elected officials, department heads, employees, businesses, professional groups, and the general public.

Physical Demands and Working Conditions:

  • Work is performed in a standard City office environment and in the field.
  • Safely operates a City vehicle and position related field equipment.
  • Safely follows basic requirements in lifting, traveling to/from/at remote locations, etc.
  • Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.
