Located along the Columbia River, less than an hour from the Cascade Mountains and the Pacific Ocean, Cowlitz County, Washington, (pop. approx. 112,000), is rich in history, industry, natural beauty and provides an abundance of outdoor recreational opportunities. The I-5 corridor runs through the county, providing quick access to the metropolitan areas of Vancouver, Washington, and Portland, Oregon. Formed in 1854, Cowlitz County is governed by a three-member Board of Commissioners. The County functions with roughly 50 departments, 18 divisions, and 620 employees on a countywide budget of approximately $145 million. The Department of Public Works operates and maintains roads, bridges, water, sewer, stormwater, and solid waste facilities throughout the county. The department consists of five divisions and functions, with 20 engineering employees and 75 roads administration employees. The Roads Administration budget is approximately $45 million.

This is a professional civil engineering position that functions as a Civil Engineer for the County. The County is seeking to fill two position vacancies that provide engineering and planning services for the Utilities and Stormwater Division or the Diking and Development Division. These positions also provide a broad range of engineering and planning services to all divisions of Public Works, such as road engineering, road maintenance, stormwater, water, sewer, diking, solid waste, parks, and other projects as assigned. These positions are responsible for managing engineering projects, addressing engineering and administrative duties, following established procedures, policies and practices, and supervise the activities of other engineering and technical staff assigned to projects under their direction. If qualifications, experience, and longevity criteria are met, this position can be elevated to the Senior Engineer-Civil job classification.

Education and experience: Bachelor’s degree with major course work in civil engineering or a related field, and 4 years of broad-based experience in civil engineering that would ensure the knowledge required for the duties of the job. Candidates must possess and maintain a Professional Civil Engineer License from the State of Washington or a state having reciprocity with Washington and obtain reciprocity licensing within one year of employment. Washington Distribution Manager certification or ability to acquire certification is preferred. Candidates who possess any combination of education, training and experience that would ensure the knowledge required to successfully perform the duties of this position may be considered.
