THE POSITION
This position is responsible for providing planning, management, and oversight of the operations and services of the Public Works, Sanitation and Engineering Divisions; which includes infrastructure engineering, design and construction, streets and traffic control, equipment and infrastructure maintenance, and Capital Improvement Projects (CIP). Responsibilities include but are not limited to: assists with the development of improvement projects for City infrastructure and facilities, assesses needs, prepares construction cost estimates and bid documents, evaluates RFQs and RFPs for capital projects, monitors/inspects activities of contractors and consultants, negotiates, prepares and administers construction contracts and professional service agreements. Primary duties also consist of overseeing Environmental Programs such as; solid waste, recycling and NPDES. In addition, the successful candidate would assist with assessing hazards and plans to respond to emergencies and disasters in order to minimize risk to people and property and lead the planning, development, and implementation of preparedness plans. Under broad direction from the Assistant City Manager, the position will also perform other related duties as required or becomes necessary for the successful performance of the City’s Public Works, Sanitation and Engineering Divisions.
THE IDEAL CANDIDATE
The ideal candidate will have a comprehensive working knowledge of public works operations and engineering; including materials, methods, practices, and equipment used in construction, maintenance, and repair of community assets, such as streets, parks, facilities and parking lots. The successful candidate will maintain current knowledge of pertinent laws and codes; have strong supervisory and leadership skills and will ensure that assigned staff adhere to Cal/OHSA regulations and safe work practices. Also, the selected applicant should be able to effectively prepare agenda reports and make formal presentations to the City Council and Planning Commission. In addition, the candidate will need to establish positive working relationships with community stakeholders, residents and staff.
