Description

This position oversees over 175 staff within the Stormwater Management Division of the Public Works Department. The Division is focused primarily on operational functions and responsible for the sustainable management of the County’s stormwater infrastructure, mosquito control, vegetation management, urban forestry and landscape services. This position also oversees watershed planning section who lead the development and implementation of asset management plans and studies, and the review of site plans, right-of-way use permits, and petitions to vacate that impact county infrastructure. The Division Director ensures that services are aligned with the Department's Strategic Plan and associated performance metrics.

Salary: $103,000-$134,000

The Pinellas County Public Works Department earned American Public Works Association (APWA) reaccreditation in 2022. APWA accreditation is a recognition that the Pinellas County Public Works Department complies with best management practices set forth in the APWA Public Works Management Practices manual. It also formally confirms that the Public Works Department follows the concept of continuous improvement and has conducted an in-depth self-assessment of its policies, procedures and practices and has consolidated them in a central location.

What Would You Do?

Oversight of staff within the division performing both operational and technical functions.
Perform annual budget development, budget execution, and accountability.
Provides supervisory guidance and oversight of recommendations, presentations, and reports.
Provides supervisory guidance in project and/or program development and implementation.
Establishes goals, objectives, and performance metrics for all programs within the division.
Participates in the Stormwater Technical Committee process to reduce flooding, restore floodplain function, and improve the quality of surface waters and wildlife habitat.
Oversees the development and implementation of asset management plans and procedures for Division managed infrastructure.
Oversees County-wide Mosquito Control program.
Oversees staff who review site plans, right-of-way use permits, petitions to vacate for impacts to County infrastructure and floodplain and watershed management activities within the unincorporated area of the County.
Leads, mentors, and guides staff within the Division instilling a continuous improvement and accountability ethic.
Supports other divisions within the Public Works Department and other County Departments.
Assures that all division services are aligned with the County and Departmental Strategic Plans.
Performs related work as assigned or required.

What Do You Need To Have?

Valid Florida Driver's License at time of hire.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Experience: progressively responsible professional management functions in stormwater operations, vegetation management, environmental management, mosquito control or urban forestry that includes formal project management and 1 year of supervisory experience.

Eight (8) years of progressively responsible professional management functions in stormwater operations, vegetation management, environmental management, mosquito control or urban forestry that includes formal project management and 1 year of supervisory experience; or
An Associate’s degree and at least 6 years’ experience as described above; or
A Bachelor’s degree and at least 4 years’ experience as described above; or
A Master’s degree and at least 2 year experience as described above; or
A Doctoral degree and some experience as described above; or
An equivalent combination of education, training, and/or experience.

Highly Desirable

Eight (8) or more years of management experience in a public works or similar environment, including stormwater planning, operations, and maintenance of stormwater infrastructure, NPDES, and other associated functions.
Eight (8) or more years’ experience supervising a multi-disciplinary team of 30 or more staff.
Eight (8) or more years of experience in the development and implementation of budgets in excess of $5M.
Experience in the principles and practices of asset management specifically the standards set forth in ISO 55000.
Certified Public Manager Designation or other leadership development training and certification.
Certification/Registration as a Professional Engineer in the State of Florida or experience working in an engineering environment.
Demonstrated experience and performance in a response driven and highly-accountable environment.

Knowledge, Skills, and Abilities

Knowledge and understanding of the Division programs being supervised, including operation and maintenance of stormwater infrastructure, capital planning, watershed planning, floodplain management, mosquito control, vegetation management, landscape services, and Urban Forestry.
Knowledge and understanding of applicable stormwater and environmental regulations and progressive practices.
Knowledge and understanding of the principles and practices of asset management as set forth in ISO 55000.
Knowledge of the principles, practices and procedures of public and business administration, as applied in a large organization.
Knowledge of budget and accounting principles, practices and procedures, as applied in a large organization.
Skill in advanced leadership techniques and practices to evaluate and determine individual and organizational goals and objectives, maximizing effectiveness of individuals and organizational work units through staff selection, assignments, and staff development.
Ability to communicate effectively, both written and orally, and to make effective presentations to a variety of groups.
