Under general direction of the Public Works Director, supervises, assigns, reviews, and participates in the work of staff responsible for performing a variety of semi-skilled and skilled duties involved in the maintenance, repair, and construction of public works systems including parks, buildings, grounds, streets, sidewalks, traffic signals, water distribution system, wastewater collection system, stormwater system, and assessment districts; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED

Receives close and general supervision from the Public Works Director and other higher-level staff. Will perform all duties at the direction of or in the absence of, the Public Works Director.

Assist the Public Works Director with billing, invoicing, orders, budgeting, and obtaining quotes.

ESSENTIAL AND MARGINAL FUNCTIONS -- The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Essential Functions:

Supervises and manages the Public Works employees.

Coordinates the organization, staffing, and operational activities for assigned maintenance services including buildings, grounds, parks, streets, water system, wastewater collection system, stormwater system, sidewalks, assessment districts, and related public works facilities.

Participates in the development, improvements and implementation of goals, objectives, policies, and priorities; recommends and implements resulting department policies and procedures.

Establishes schedules and methods for providing maintenance and repair services; identifies resource needs and allocates resources accordingly.

Directs, coordinates, and reviews the work plan for assigned maintenance services and activities; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.

Oversees contractors working for the City involving landscaping, irrigation, planting, electrical signal light maintenance, and/or other public works maintenance contract services; ensures compliance with specifications;

Monitors work sites and ensures adherence to safe work practices and procedures; responds to and resolve complex work related or equipment operating problems; performs the more technical and complex tasks of the work unit.

Inspects work in progress and upon completion to assure that repairs, maintenance, and project activities are in accordance with City regulations, policies and operating procedures and practices.

Prepares reports on maintenance operations and activities; estimates and requisitions materials, parts, and supplies in accordance with established procedures; obtains prices and bids and prepares purchase order requests as necessary.

Participates in the selection, training, motivating, and evaluating of assigned personnel; provides or coordinate staff training; works with employees to correct deficiencies; implements discipline and termination procedures. 

Coordinates assigned maintenance activities with those of other divisions and outside agencies and organizations.

Assumes responsibility in emergency situations, determines proper action to be taken to eliminate hazards to life and property, if necessary, to expedite the restoration of service by calling out crew personnel and performing other activities connected with emergency work.

Keeps the Public Works Director informed of pertinent incidents or situations.

Marginal Functions:

Perform a variety of special projects as assigned. 

Performs other public works related duties and responsibilities as required.

Experience and Training Guidelines --Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Education and Experience:

High school diploma or G.E.D equivalent. 

Must be 18 years of age or older.

Ability to speak, write, and read in Spanish is preferred, but not required.

To have one or more of the following: 

· Minimum of three (3) years of experience in the complete realm of Public Works functions, preferably in the public sector AND able to show increasing responsibility over two years.

Training:

Must possess a valid Qualified Applicator License (QAL) or obtain one within one year from date of hire.

Possess a certificate in Arboriculture, Floriculture, Horticulture or Botany (preferred).

Water Distribution Certification Grade 2 (preferred).

Driver License:

This classification requires the use of City vehicles while conducting City business. Individuals must be physically capable of operating the vehicle safely and must possess an appropriate valid California motor vehicle operator’s license.

  • Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record.

  • The ability to successfully pass a comprehensive physical examination and background investigation.

Annual Salary: $68,753 - $87,748
